There's no doubt there would still have been a massive amount of FEMA/government assistance in the NOLA and South LA areas. But the sole reason that Katrina became what it was, was the people it affected. We're talking New Orleans flooding in some of the poorest ghetto's in the country. Some of the most violent areas in the United States completely unregulated for days. And there's a big difference between rising flood waters from rain, and flooding from a broken levee when emergency personnel cannot do anything because there's a hurricane going on.

I know many people severely affected by Katrina, but never received any assistance other than dealing with their insurance company. Trying to compare this just stupid.
