I'm not excusing the piece of shite deputies, I'm blaming our standards for law enforcement. The average small town deputy in south Louisiana barely made it out of high school, weighs 240lbs, and writes his reports on a 3rd grade level. It's a wonder this isn't more widespread.

I guarantee its widespread. Like that Warehouse Chicago PD used to torture suspected criminals.
