It's more basic than that man. Individuals' rights. Why should you have any say on how another city conducts its business locally?

If the mayor of my city went and decreed something completely stupid, against the wishes of the people in the city, costing loads of money which the city did not have, then I would hope the state would step in and take care of the issue.

One city being stupid could possibly hurt the state as a whole, especially when that one city is the largest in the state.
