There was a trick with that guy that you could summon some help, use him as bait, then one-hit the Pursuer with the ballista.
I'm not sure I ever beat that guy alone.
ETA: Gardoki's right. Pursuers eagle will bring you to one point at the Bastille, but there is a back way.

Looks like this will be the 1st DS game I ever play, from the reputation the games have I'm glad I have an extra mouse.
