depends on how the NFL wants to look at it. Is it charges or convictions? Believe Mills did pretrial diversion, which if he completes the terms of diversion, his domestic charge will ultimately be dismissed. Not sure how Louisiana law works, but in TN domestic violence charges cannot be expunged. So if the NFL treats charges the same way, he may be barred from the combine (assuming Louisiana has similar laws pertaining to unexpungable charges/convictions)

It doesn't depend. Arrests can't be used to take employment actions.
