I think it's tied in with Skype when using the web app but is there a way to use an IM feature directly from the Outlook desktop app?

Microsoft Lync is Now Skype for Business..
But on our network we are licensed for Lync so it's still branded that way, even though it's basically Skype IM for a Local Area Network. You can't make IM's/calls outside your organization.

Also, this can all be tied into outlook so that from outlook you can click a username and instantly send them a msg, but it's utilizing lync/skype for business and that client has to be installed first.

I am not aware of this. Gotta use the Skype for business app.

This is exactly what I want... to send IMs to people within the organization directly from Outlook 2016.

If all you have is Outlook 2016 you have to use skype for IM features. Lync is no longer "supported" for new versions. If you had a older version of Outlook, you could use Lync.
