Called "spot testing". They need to create a reliable and affordable way to spot test, much like a breathalyzer for alcohol.
That would seriously expedite legalization because it can be enforced on the roads, at work, at schools, etc.

Also, the inventor of such a test would be a billionaire.

They didn't have a breathalyzer until drinking and driving laws.
The tech can be invented.
