Two part:

Louisiana doesn't produce many top flight quarterbacks because most high school quarterbacks and offenses are based around the best athlete on the field. These players normally transition to a skill position at the next level. We've probably had more LA high school quarterbacks play WR and DB than QB.

Les Miles can't get any top flight quarterbacks because he is not known for being able to develop one. Since we do not get these qb's, we are forcing ourselves to be a run heavy offense. This is only reaffirming Les' belief that nothing is wrong with his offense. You want to blame every OC brought in, but Les is handpicking every one of them.
