The private school opted to create a smaller association because they could not compete with the publics in Texas. The major association in Texas is open to all so some larger privates are still members.

Even if we had public school funding like Texas I'm not sure parents would support it...

The UIL is not open to all. Private schools can't just decide to join. The fact that the Jesuits got in was a huge deal and they are under intense scrutiny.
