Huh? Yes it is..its why after so many fouls you get penalized and your opponent gets free uncontested shot to achieve games objective which is to put ball in basket. Fouling is very much part of game

It is. Why else do teams foul at the end of the game to attempt to catch up? I mean what is the real difference between fouling the guy with the ball on purpose vs fouling another player who doesn't have the ball? It's all intentional. It's not like its something that just happens like common fouls.

Yes it is. Especially in a strategic sense.

Ever heard of the concept of a "foul to give" at the end of a quarter?

Teams foul to prevent fast break opportunities all the time as well.

That's why when you foul, you're punished by having to stand aside while your opponent gets free shots.
