once he left being trained by Luke, it is likely he didn't have to fight against others with lightsabers. Could have lost his touch if he ever had it.
Edit: If luke is the only Jedi than there is no chance he would be attacked by anyone that has a light saber.

I thought it was wrong that he couldn't handle Finn and Rey at first, but then after thinking about it I agree with the the above posts. He's got the lineage and some obvious talent with the force, but I think he's purposely supposed to be an emo, undertrained guy. He's nowhere near Vader's level, and clearly not respected by the general.
