Firing someone is generally pretty easy, they generally had a pattern of bad behavior and the fact is that in a situation like that if you don't do it everyone else on the team will wonder why not.

Laying someone off is a whole different story b/c usually it means management didn't drum up enough business and it isn't the employee's fault at all.
