I had a friend who mentioned this to me once, although I don't really have my head wrapped around the why of it. The part touching the road isn't accelerating. I remember that much. I'm going to guess that acceleration is at its maximum at the top.

Now that I think of Haydel's question, I might get it if it just has to do with perspective.

ETA: I might be getting concepts all confused here though.

With relation to someone standing on the side of the road, the top is moving the fastest. The back side is accelerating, the front side is decelerating, the bottom is stationary.

In relation to the center of the axle, all points on the outside are moving the fastest.

If the car is moving at a constant velocity, then the point at the top and bottom are not accelerating.

In relation to the road, the velocity of the tire touching the ground is zero, in the center is the speed the car, and at the top is 2X the speed of the car.
