It's a disease that disabled him, at least temporarily, from performing his duties. I am very anti lawsuit liberal bullshite but it is what it is. If the administration had anything to die with it becoming public then they should be held accountable for at least that... but I assume that'll be hard to prove unless the AD went on record stating it.
