It's the same with the cold out West. Standing on the pass from Carson City to Tahoe and it was 10 degrees and actually felt comfortable with a down jacket on.

The dust everywhere mixed in with the heat can be pretty bad. I have never been to PHX in the middle of summer and the OP's question is something I've been curious about as well.
