Depends on what you want.
Seafood: Cypress Inn, Riverfront, and Trappes are good
Burgers and such: Field house is my personal favorite but there's quite a few options.
Upscale: I'm not sure as much about this since I'm a broke student athlete. Supposedly cottons is good

Garden District is nice. Also a few neighborhoods around west Monroe/Sterlington

South Monroe: like the plague
Area around ULM also isn't very desirable. Campus itself is great but once you get off it it gets kindve sketchy.
