Well when you are laying on the street paralyzed almost beaten to death and the NOPD take 40 minutes to get to you, there seems to be a problem there.

Exactly. Isn't the nearest NOPD station only like a mile away?

Not to mention the armed robberies recently at two resrauranrs- police response time was like 45 minutes.

Paramedics were there within 5 minutes and the cops showed up later at the hospital. Yeah, NOPD was woefully late, but let's not act like the guy was left languishing in a gutter before they attended to him.
