You can keep expanding the walls/trucks/trailers so that doesn't happen. That would hold you over for a pretty long time.

And IMO the walkers won't "climb up over other zombies to get over the top." Walkers have no brain function in terms of intelligence or thought, so in theory they should just keep walking into each other forever. Outside of that one zombie in the first season who straight up jumped the fence and ran ( ), that doesn't happen (I assume that original one was sort of a mistake/misstep by the creators).

And even still, if it gets to the down the road where the quarry is, in fact, too full, you implement Rick's plan and walk them miles away (and you don't have to do all of them; just enough to get the levels in the quarry back down to manageable).
