I don't think you fully grasp the difficulty of getting a PhD in Physics. Physics, Math, and Chemistry are by far the most difficult to get a Doctorate in. Only people with truly special intellectual ability will succeed in pursuing one.
I have 2 engr degrees and own an engineering business. Some of the dumbest people I've ever met in the industry have PhD's and couldn't change a gotdamn light bulb.
Now...frick off.

Sounds like you've had some hiring issues. If you'd like to give another Ph.D. level chemical engineer a shot, I'll be available next summer to disprove your assertions.

It's apparent you love the work and aren't in it for the money. I could never knock someone for that. One downfall of government work is that most people are in it for the check and not because they like the work.

I'm assuming they're Engineering PhD's. Given your field I guess you don't often cross paths with those of Doctorates in rigorous studies.

I think the practical application of engineering makes the PhD easier to obtain. More research topics as well.
As an undergrad research assistant the group I helped with was working on designing catalysts. Real world application and practical idea.
