They go hand in hand, but when it comes to weight loss (not body recomp, but straight weight loss), diet > exercise. It's much easier to be in a caloric deficit by eating less than it is by exercising more.

In my experience, the real benefit of exercise is to help you realize how hard it is to burn 500 calories v. not stuffing them in your fat face.
If you work and have a life, you cannot exercise away a bad diet.
