The answer is in the film study article in the Advocate. Dupre was 13 yards downfield, wide open, and Harris chose to throw to a triple-covered Dural. According to Dellinger(?) Harris repeatedly made the wrong choices.
tl;dr - Harris sucks. That's the hazard of playing a guy in the 17th game of his career. He'll get better.
