An old guy without much to show for his resume in the past 10 years doesn't necessarily scream "Hire this guy!"
I'll give you Vilma and Fujita as being good/great under him - we'll never really know how much he impacted their performances - but I'm willing to bet he's a huge reason Lofton and Hawthorne were so bad in New Orleans.
