PVC starts degrading at around 140F and even at normal temperatures can leach chemicals into the water/beer passing through it.. This doesn't begin to cover the fact that it's probably a breeding ground for bacteria.
SO yes, his PVC piping is literally better suited for use in a sewage system than a brewery*.
*unless it's the sewage system for the brewery
