The problem is if you build the ramp you have to move the bathroom.

The owners are doing the right thing in not building the ramp.

I don't think that's true. The CRO (I think?) will look to see if the business owner attempted "reasonable accommodations". Building a ramp and striping the lot is a "reasonable accommodation", but having to construct an upstairs bathroom at a cost of X% more than your monthly revenue likely falls outside that parameter. His failure to accommodate at all will bite him in the arse.

But it's all moot if he's unwilling to hire a lawyer to file his claim response and explain his limitations.
