I don't think there is any way Baton Rouge can avoid needing another lane added in that section of I-10 between downtown and College, including new shoulders where possible. There are over 100,000 cars per day on that section and it narrows down to one lane eastbound at the 110 split. It was an inadequate design 30 years ago, and it's a disaster today.

They can do it without disrupting the Perkins Road overpass area if they close down the on/off ramps onto Perkins and have traffic go around to Acadian.

Also, they will need sound walls and some retaining walls....maybe the city can lobby for nice looking ones with vegetation, and landscaping etc.
