Dressage is another option that's less hazardous.
ETA: At first your child can ride "stable" horses. But if she progresses beyond the typical kiddie stuff and gets serious about it, she'll want her own horse-either own or lease. See what I mean about it being expensive? And there's a pecking order around the barn. The people that spend the most money are the ones who get the most consideration when it comes to things like lesson times and whatnot. It's been an eye opener for me. A lot of really great people, and also a lot of really weird people

Yes it would seem that you need your own horse that you know and are used to and that knows you.
That would eliminate one area of risk for jumping for instance.
