I'm almost positive that lsu pays less because they offer more meals to the players than anyone else in the sec. Fwiw...

Overall the cost of living (unverified info, quick search) is only about 5% more in Tuscalooser. Their stipend is about 39% more.
There's all those hidden costs, books & materials, etc. Probably not enough for that other 34%.
Me, if I'm wanting to skew it for athletes the easiest way is to include the cost of tutors and maybe even "non-emergency" medical costs. Like the student-worker pay for tutoring even though that isn't paid by the athlete based on the theory that somebody is paying for it.
I do find it strange that it's both AL schools. There might be some state thing there. Then again, for all we know the school pays a luxury tax to the state for gate & concession revenue, and they just added that. Who knows. You would figure Vandy would be the highest.
ETA: This CBS Sports does explain some of it. So tuition, dorms, etc. are included in the calculation. So the stipend is indeed being based off of items that are not out-of-pocket for a scholarship attendee.
