The old PC is just a tower.
So unplug the drive from the old machine and plug it into the new one. It's similar to changing socks, and about as complicated.
If your drive is so old that it uses the old PCI cable instead of SATA you'll need an adapter card, which is not very expensive. About $20 or so.

Maybe I should give more details.
Here's my old external drive that doesn't come on at all. There's no power cord for it and the USB cord doesn't charge it, and my laptop doesn't recognize it.
And here's my old PC that doesn't plug into to 'anything' I don't have a monitor for it. I don't have a 'new' PC to plug it up to.
I need all my music and pictures off both of them, and put on either DVD or a cloud server.
