You've never served in a restaurant before. People 95% of the time are going to tip whatever % they gon tip, regardless of the job you do.

There is no logical argument to support tipping in restaurants. Thankfully, in Seattle those GED holders will soon be making $15 an hour to wait tables at The Olive Garden. Then I can stop tipping all together, since their standard line of why they NEED tips won't hold up.

It depends heavily on the type of restaurant. If you work in a chain restaurant with limited repeat customers than you will tips that are fairly even across the board regardless of quality of service. However, if you work in local restaurant with a high percentage of repeat customers, you see a lot of variety in tip compensation throughout the waitstaff. I managed a place that was the latter and tip compensation varied greatly with our waitstaff. In fact, we would review it every few months and actually let people go if they were consistent low tip earners.
