I was one of those cub scout leaders with bottles of whiskey labeled "Buffalo Trace." But then again: (i) pretty much all of the kids dad's were sharing and (ii) I would not have bitched if they kicked me out on account of drinking when I wasn't supposed to be.

That's how ours was, but with a buzkill for a leader. The main group of families camped together without the scouts anyway.
I think the main problem with the group from Seattle is that the wrong family's daughter got groped; people started asking questions and somebody had to take a fall. 2 drinks does no harm; but it gave the administrators an easy way to look like they were handling their business.
