No one is chastising the woman for calling the police, although I will chastise her for likely being a shitty parent who lets her kid run wild in a public waiting room with other adults around. Not every call to the police has to end with a felony arrest, have some perspective. Cops could have showed up, given warnings, and diffused to situation easily. They really just don't give a shite about circumstances and making a judgement call if there is even a slight chance they can haul someone in.
