And that's on the hope that there isn't a hurricane in August 2023 that tears up a bunch of your facilities.
Conceivably we could pull it off but we're nowhere near ready.

New Orleans isn't big enough to host an event the size and duration of the Olympics and it is too close to the Gulf anf like you said that is the peak of hurricane season. NOLA however would be an awesome host site for a world cup when Russia and Quatar are stripped of their hosting rights. The only problem is the Superdome has turf and I doubt that FIFA would want the World Cup played on turf, but I am sure we could rig up some kind of light system to allow for a temporary grass field.
The only American cities that could pull off hosting a summer games would be ATL, Dallas and North Texas area, LA, the Bay Area, Chicago and NYC. Houston is big enough but like NOLA it is too close to the gulf and the threat of hurricanes ruins its chances same goes for Miami.
