Can I make a time machine backup of the current HD, then put the new SSD in and format it then just put the time machine back up on it?

If you put a formatted SSD in, you'll have to reinstall the OS before restoring the time machine backup. I hook up the drive with a USB adaptor and use carbon copy cloned to clone the current drive to the new one. The 30 day trial is fully functional.

Cloning should be the quickest/easiest route.

I just did it a few weeks ago and Disk Utility can do it.

There is a thread on here where it was discussed. I downloaded OSX onto a thumb drive, used a hard drive case to run disk utility and format new ssd, swapped drives, boot new OS from thumb drive to install, and hook up the external HD to run time machine.
