Until you know how much the payoff is and how much money is being saved on not now having to provide security I would reserve making this statement.
You miss the point. They could mandate additional security which would be paid for by the production company and not the taxpayers. They don't pay for it then the contract is voided and there is no breach. Instead they unilaterally breach the contract and put the taxpayers on the hook. IDGAF if it is $2. It is money I don't want spent on this fiasco. What is an acceptable payout to you?
