OP, ISIS works by blending in with the civilians. The other day they disguised themselves as Free Syrian Army and Kurdish soldiers to stage another attack on Kobane. They are actually a pretty organized fighting force, but they don't have enough numbers to take on Israel. The way they took Mosul was months and months of targeting Iraq army, who was poorly trained and mostly Shiite, in a Sunni dominated city. Finally the Iraq forces, after dealing with snipers and suicide bombers, in a city where nobody wanted them, said frick it and left or at least tried to.
ISIS can blend in with other muslims but couldn't do that in Israel. Same reason why Hamas or Hezbollah really won't do an all out assault on Israel. Sure they may do some suicide bombings or fire a few rockets in there, but for the most part that is about it before Israel retaliates and kills a bunch of them.
The Iraqi army and especially the Syrian regime forces are not very good fighting force. The Kurds are ok, but have weapons dating back to WW2. Right now, the Kurds, YPG, are the only one's making progress against them in Syria. The Iraqi military is starting to finally get guys trained along with Sunni tribes(very important) to help out. I'm sure ISIS will probably at some point do a few small attacks on Israel, but never any grand scale attack. They just wouldn't be effective. Israel is always on guard, and has weapons to take out suicide armored vehicles before they get to them, unlike Iraqi and Syrian troops.

I'm not sure how open Israel's border is but I would imagine its guarded pretty well against outsiders coming in. Blending in works after taking over a city and defeating the defending forces which ISIS couldn't do in Israel. That's why our air power isn't as effective b/c we don't wanna kill innocent civilians and ISIS takes over many of these small villages with weak armies defending them. If somehow ISIS took over a city in Israel in a muslim dominated area, Israel would just bomb the shite out of it and there would be no ISIS left in that city. In Iraq and Syria, we aren't doing that. If there is chances of civilians being killed they hold off the bombing.

So it's the amount of attempts that matters and not the fact that ISIS has vowed to invade Israel, is working to infiltrate and take over countries surrounding Israel, forming alliances with other terrorist groups against Israel, and actually putting cells of militants inside Israel. Supporting ISIS and fighting for ISIS is a little different. I'd imagine there are many ISIS supporters here in America. Harrassing Israel and taking over Israel are two different things. ISIS will never invade Israel.

ISIS got thousands of armored vehicles when Iraqi army fled Mosul and Tikrit last year. Their best offensive strategies are using those vehicles with suicide bombers driving them. That's basically how they got Anbar Province in Iraq. The Iraqi army was shooting small and medium armed weapons at freaking tanks loaded down with bombs and someone willing to die. They would explode and take out several blocks. The vehicles could literally be a good distance away and take out many soldiers. Israel has weapons to take those vehicles out easily. ISIS is good at attacking but not that great at defending, see YPG (Kurds) in Syria as of the last few weeks.
