Im suprised the 2007 team was so low. They always struck me as very undisciplined.

There are 2 types of penalties though:
aggressive penalties like pass interference, and then there are stupid penalties like false starts, delay of game, unsportsmanlike conduct.

I think stats of those 2 types would be more telling.
