It's clear he was covering something up. At the very least he was trying to get the guy off easier.

Yeah if he deliberately left the spent casing at the crime scene AND deliberately kept the box of bullets in his car, then we're not talking about sloppy police work.
It's speculation at this point but it's not outrageous to make the jump that he purposely allowed Boys to have a firearm on his person during and after his arrest.
