Perhaps you're a Nobel Prize winner in fractions but you simply lack an understanding of baseball terminology.
In baseball each team is allowed three outs per inning. If a pitcher completes his day after going 6.1 innings then he went six complete innings and a one-third of another inning. The single out he recorded in the seventh is one-third of the outs the other team is allowed.
6.3 is not 6 and 1/3 since the .3 accounts for the entirity of outs allowed in that inning. In other words it was a complete inning pitched or, as in this case, seven innings.

ETA: to simplify what others have been trying to tell you...
6.1 = 6 innings pitched, PLUS ONE additional out (not 6 & 1/10th inning)
6.2 = 6 innings pitched, PLUS TWO additional outs (not 6 & 2/10th innings)
an IP stat >6.2 AND <7 DOES NOT EXIST!
or any statement where IP > x.2 AND < x+1, where x is from the range 0-8 (although x could theoretically be > 8, this is not typical BASEBALL practice)
