Martinez has never thrown 100 innings in a season. Teams target a 20% jump in workload. He is already at 93.1 IP and he threw 99.2 IP in 2014 (counting 10.1 IP in AAA).
Shelby Miller threw 173.1 IP in 2013 and 183 IP in 2014. He has two full seasons under his belt, so I have no idea what you are talking about there.
Wacha has thrown much closer innings to Martinez, but it has been injury related. He has stayed stretched out where as Martinez has been used in the pen way too much. I do not think the Cards will be that worried about Wacha's innings. He will just need to stay off the DL.

Cards literally just said they don't care about Wacha's innings and are comfortable with him going over 200 this year.
