I read the transcript of the interview. If you agree to do an interview you should do your best to work with the interviewer. Maybe there was a lack of preparation on both sides?
I listen to some radio interviews and I can tell when the person being interviewed has been informed as to what questions to expect. Maybe that's what should've happened here. Everyone's not equipped to answer questions off the cuff.

The questions were terrible, but any other coach would have spun them into publicity for their program. Harbaugh just doesn't have enough shits given to try to make it a good interview.

I think it was more Harbaugh and his weirdo personality.
The irony of all of this that isn't being mentioned enough is that Cowherd has been a vocal Harbaugh supporter up until this point and he always defended him during the 49ers drama (which now makes a lot more sense than it did back then). Harbaugh was clearly ignorant to that fact, otherwise he may have treated the interview differently.
Instead, he chose to be the window-licker that he is from a social perspective.
