I'd guess that the sorority members (who would actually see the furniture) don't have access to financial records to know when these are paid. The foundation board (per their website) is made up exclusively of chapter alumni, most of whom visit the house infrequently, if at all.
I don't know know exactly how this foundation is organized, but as someone who spent a lot of time in forensic accounting, I can tell you that close knit organizations like this generally have few, if any, controls in place.
