They need to tie him up to the back of a cop car with a rope and see if he survives the trip to the station

Sounds like they were taking every precaution to make sure he made it to jail alive. Supervisor came on radio and made statement that each officer involved in handling subject had to have working body camera.
Also the subject evidently still had broken handcuffs on both wrists.
