It would tell the Cardinals what the Astros were focusing on in the draft, allowing them to pick players they wanted the round before, for example, while also (potentially) giving them a leg up in trade talks as they would know how Houston truly valued players.

It would tell the Cardinals who the Astros were talking to about potential trades, giving them insight into other teams' private plans and actions as well.

So you might want to quit being a Hack (different use of the term than you Cards people are used to).

What trades have Houston and st louis made by chance? What trades have st. Louis and anyone made for that matter? Sure it gives that insight, but without any resulting actions then it's meaningless. As I mentioned they could draft lunhows guys off of it if they wanted. That completely disregards any development system they have in place though.
