These commute ranks are all jacked up as well, Boutte has a commute rank of 3 as well as Hammond. I assume this is average commute for resident and most people in Hammond and Boutte don't commute, because it is too damn far.

I can pretty much guarantee that the commute time for Boutte is due to those with jobs working pretty close to home. Not because it's too far, but because the average Boutte resident is pretty unskilled (in my guess). I'm 5 minutes up 90 towards Jefferson Parish and it takes me about 40 minutes to get into my downtown garage. Most living in Boutte are working in Boutte (along highway 90) or probably just hop the Hale Boggs bridge to Destrehan and Norco.
Average commute time is a metric that never really made sense to me. Commute time is too highly specific to an individual's situation.
