that's not normal, but not unheard of either...basically just wants to have a steady income stream. you have to just 1040 by the number of times he will actually cut your grass and you have the "real" cost. a pretty good rule of thumb is that by thanksgiving, the grass and leaf mowing is done...
if you do sign something like that, be sure it is understood when he will cut...that is, will he continue to clean up leaves after the grass stops growing?....will he cut early in the spring when the grass is not growing, but clover etc. is coming up in patches?....

Will he clean up leaves during the fall/winter? If not, you'll have to pay someone else for that.
I pay 45, just up from 40, as needed. My lot is smaller than yours. I hate mowing/edging, so it is well worth it for me.
