My wife's grandparents filled theirs in years ago. They just had several loads of dirt dumped in it until it was full. Then he planted a garden in it. They left the strip of concrete around it for a sidewalk. Just a 3 foot wide area around the perimeter.

you will want to compact as they go and finish with some sand and topsoil
