Yep. These people are brought in to this world basically with both hands tied behind their back and no chance of bettering their situation. They have to somehow have some serious mental toughness to get out of the hood. Few have it but most just fall in line with the rest.

It's called welfare and we are about 3 generations into it. The current crop of kids know of nothing else but handouts and drugs. Those that would have been good people have NO chance.
