I'm not from Ohio so I can't speak for them, but I have spend a good deal of time in the state and with natives.
That said, it's obviously personal preference, but if you took a poll I'd say you're correct--the Cavs would come in last. However, the fact that their best player is from the region and the whole saga makes it much more impactful that it would otherwise be because they're cheering for more than just a collection of uniforms. Plus guys like Dellavedova, Thompson, Irving all started in the organization.
A number of NBA teams (OKC, Memphis, Utah, San Antonio, Sacramento, Portland etc) are hugely popular because they're the only game in town. I'd say the Cavs are in the category as say the Nuggets, Wizards, Bucks as they've been around better part of 50 years, had little success overall, and while generally supported the Broncos, Redskins, Packers are unquestionably the life blood of local sports fans.
