Mexico in general is not a Top Shelf destination. There are better Mexican resorts but in general the standards there are commensurate with what you would expect from Mexico.
All-Inclusives are, by nature, going to try and deliver the bare minimum of quality in food and alcohol they can to satisfy the segment which they are trying to cater to with the resort category. This means you can get marginally better consumables at a higher par All-Inclusive resort, but it's never going to be a Four Seasons' quality experience. It's simply not how A-Is work.
Rent a house that have a cook and housekeeper on staff or available. Let them buy local foods and prepare them for you. You get to know them and they can give you local knowledge.
Oh yeah, I avoid Mexico still. There's plenty of Carribean and Central America to see without going to Mexico.
