If this is such an issue for EVERY team why have the owners not proposed a rule change to lower the minimum air pressure?

Because nobody really cares.

No one cares, that's true.

Personally I feel that every team should be able to inflate the balls to their liking. It probably results in a more exciting game with higher scoring and fewer turnovers.

But right now it's a rule. They can't just decide to not punish someone because we don't like the rule or we like the guy who broke the rules. And if he lies about it, punish him more. And that's really what the bulk of the punishment is about in this case, the lack of candidness. If Brady simply says, I messed up, I'm sorry, this goes away quickly. They probably don't dig as much as they did.

Apparently somebody cares because there are rules in place about it. Tom Brady obviously cared otherwise he would not have told the ball boy to let out air.
